High Sound for Children is deeply saddened and outraged by the horrific killing of children at a school/day-care centre in Ggaba, Kampala. We extend our heartfelt condolences to the bereaved families, caregivers, school community, and all Ugandans mourning this painful loss.
This is not only a tragedy for the affected families, but also a grave reminder that every child has the right to safety, protection, dignity, and life. Children should never be exposed to violence in places that are meant to nurture, educate, and protect them.
Under Uganda’s Children Act, the welfare and best interests of the child are of paramount consideration, and every person having custody or care of a child has a duty to protect that child from violence, abuse, and neglect. The law further affirms that children are entitled to protective services, and that institutions and individuals who interface with children must take seriously their responsibility to prevent harm and report abuse.
At High Sound for Children, we believe this moment must move the country beyond grief and into action. We therefore call for:
- A swift, transparent, and thorough investigation into the incident, with justice pursued for the children and families affected.
- Urgent strengthening of child safeguarding systems in all schools, day-care centres, churches, and child-serving institutions.
- Mandatory safeguarding protocols including controlled access to children’s spaces, visitor screening, emergency response plans, staff vetting, supervision standards, and reporting mechanisms.
- Psychosocial support for the surviving children, families, caregivers, school staff, and the wider community affected by this trauma.
- Greater accountability from all duty bearers-government, school proprietors, caregivers, faith institutions, and communities to ensure children are protected at all times.
Child safeguarding must never be treated as optional or secondary. It is a legal duty, a moral obligation, and a national responsibility.
We also urge the media and the public to report on this tragedy with care, dignity, and child-sensitive language, avoiding graphic details, images, or any content that further harms affected children and families.
As a country, we must recommit ourselves to building environments where children are not only heard and educated, but also safe.
